The Cape Coral City Council will adopt its budget and millage rate at Thursday’s final budget hearing.

Council set an operating millage rate of 5.2188 and a .1608 parks general obligation bond debt services millage rate during its first public hearing on Sept. 11.

The total fiscal year 2026 budget is $1,437,048,387. The general, or operating, fund is $264,702,131; the special revenue fund is $213,248,237; the debt service fund is $30,054,700; the capital project fund is $65,806,565; enterprise fund is $742,700,456; the internal service fund is $82,616,358 and the charter school fund is $37,919,940.

Highlights of the budget include 19 positions added to the fire department, 16 to the police department, four code compliance officers and one code compliance supervisor, and a neighborhood park at 2224 N.E. 15th Street.

The meeting will take place at 5:05 p.m. Sept. 25. in City Council chambers.

From April 28, to July 31, the city received payments for 9,336 violations from the program. The total program receipts totaled $896,750 of which the city of Cape Coral received $60 per violation, or $536,720.

Soldier from Sanibel among four killed in helicopter crash

TACOMA, Wash. (AP) — A Sanibel man was among four soldiers killed when an Army helicopter crashed near a base in Washington state last Wednesday.

Chief Warrant Officer Andrew Kraus, 39, of Sanibel, was among the dead, the Army announced on Monday.

Chief Warrant Officer Andrew Cully, Sgt. Donavon Scott and Sgt. Jadalyn Good, also died in the Sept. 17 crash, the Army said Monday in a release.

Cully, 35, was from Sparta, Missouri. Scott, 25, was from Tacoma, Washington, and Good, 23, was from Mount Vernon, Washington.

A proposed “mobility fee” on new construction to pay for infrastructure needs will be brought back for more Cape Coral City Council discussion Thursday.

Last week the discussion remained the same among council members — a mobility fee is the right move to replace the existing impact fee, but the amount of the new fee, and how to get to the projected $9,995 goal for each new residential single-family dwelling was still not determined.

According to the Sept. 15 ordinance, the mobility fee per dwelling for the attainable housing value of $350,000 or less is set for $2,774 for each year from Jan. 1, 2026 to Jan. 1, 2029. The single-family detached per dwelling is $3,765 in 2026, $4,184 for 2027, $4,602 for 2028 and $5,021 for 2029.

The council had discussion that there should be a slow 12.5% increase for four years.

The meeting will be held at 3 p.m. Thursday, Sept. 25, in City Council chambers, 1015 Cultural Park Blvd.

The meeting is open to the public.

City manager’s contract update on council’s special meeting agenda

Cape Coral City Council is expected to vote Thursday on a contract update for the municipality’s top administrator.

The proposed contract for City Manager Michael Ilczyszyn, who received an “above average” overall rating from the elected board to whom he reports, calls for an annual base salary of $314,204.80.

The contract includes a benefit Ilczyszyn requested at his review last week — that the 7.25% increase he is due go towards insurance for his family.

Ilczyszyn said during last week’s meeting that he would like an amendment to his contract — not taking the increase as a salary increase. He said he would like the city to pay for his family’s medical, vision, dental and identity shield with the balance of that paid out as a one-time lump sum.

The city pays for Ilczyszyn’s benefits through his current contract.

“The benefit benefits saves the city on taxes and any other multipliers that get done for salary,” Ilczyszyn said.

According to the contract, “the city shall pay the full amount of premiums for the city-offered group medical plan selected by Ilczyszyn, and Ilczyszyn may include other eligible dependent(s), provided that such other eligible dependent(s) premiums are paid exclusively by the city, in their full amount for those eligible dependent(s) premiums.”

The contract commenced on Sept. 20, 2023 and will expire at midnight on Sept. 19, 2027. According to this contract, the agreement shall be “automatically renewed for successive two year terms unless either party gives notice of non-renewal at least 120 days before the expiration of the current term.”

The City Council gave the city manager a cumulative 4.0 – above average – score for his recent evaluation.

The contract will be discussed during the 3 p.m. Thursday, Sept. 25, meeting in City Council chambers, 1015 Cultural Park Blvd. The meeting is opened to the public.

Cape Coral teen facing auto theft, burglary, and DUI-related charges

A Cape Coral teen is facing charges related to a pair of vehicle thefts, car burglaries, and driving under the influence which resulted in a crash.

The teen male, who turned 17 on Tuesday, has been charged with three counts of DUI property damage, three counts of burglary of an unoccupied conveyance, two counts of grand theft of a motor vehicle, petit theft (under $750), and DUI.

According to Cape Coral Police Department officials, officers were called to the 7-Eleven at 3129 Chiquita Blvd. South on Sunday night before 10 p.m. for a motor vehicle theft.

Police state a victim reported that his Kia Sorento had been stolen from the parking lot after he left the keys inside while going into the store.

CCPD officials said when officers arrived, they found an unoccupied blue Honda CR-V in the same area with its lights on, engine running, and transmission left in reverse.

“Further investigation revealed the Honda had been stolen from a home near Gleason Parkway and Skyline Boulevard,” a release from CCPD states. “At that same residence, another vehicle—a Suburban—had been burglarized, and the Honda had struck the Suburban while backing out of the driveway, causing damage to both vehicles.”

Police officials said while officers were still speaking with the Kia owner at the 7-Eleven, he spotted his vehicle driving on Gleason Parkway toward the intersection at Chiquita Boulevard.

“The Kia Sorento was seen traveling southbound on Chiquita Boulevard South before turning eastbound onto SW 31st Terrace with no headlights,” the release states.

“Officers quickly broadcast the information. Officers then reviewed the security video from the store, which showed the suspect exiting the stolen blue Honda and driving away in the Kia Sorento.”

CCPD officials said the Lee County Sheriff’s Office Aviation Unit assisted in the search and located the stolen Kia traveling north on Chiquita Boulevard at a high rate of speed. Police stated at 10:24 p.m., the vehicle crashed at Southwest 28th Terrace and Southwest 17th Avenue, striking a wooden utility pole and a commercial trash receptacle before coming to rest on the property of a home under construction.

The teen was removed from the vehicle by both CCPD officers and Florida Highway Patrol Troopers and detained, officials stated.

“(The teen) exhibited signs of impairment, including bloodshot eyes, slurred speech, and the odor of alcohol,” CCPD’s release stated. “Due to crash-related injuries, he was transported to a local hospital. His BAC was tested at .105. He was arrested by FHP for DUI.”

CCPD officials stated a Property Crimes Unit detective took over the vehicle theft investigation, and after reviewing the surveillance footage from 7-Eleven, confirmed the teen was the suspect.

“(He) was wearing the same clothing seen on the video when he was detained after the crash,” CCPD officials stated. “Inside the stolen Honda, forensic technicians recovered stolen alcoholic beverages, snacks, and a key fob belonging to another vehicle. The burglarized Suburban also contained scattered personal checks and an open alcoholic beverage.”

Police officials stated the crash resulted in significant damage, as the Kia was totaled ($30,000 loss), an LCEC utility pole needs replacement ($30,000), and damage to the trash receptacle ($5,000).

Residential trash pickup day changes begin Oct. 20

The city of Cape Coral’s solid waste contractor, Waste Pro, will implement changes to residential trash, recycling, and yard waste collection schedules beginning the week of Monday, Oct. 20.

Waste Pro will mail postcards directly to affected households the week of Monday, Oct. 6.

Only customers with a change in

their scheduled pickup day will receive this notice.

Approximately 20 percent of Cape Coral’s residential customers will see a change to their assigned collection day.

Commercial customers are not impacted.

Although the day of service will not change for most residents, the

time or order of collection may vary.

To ensure collection, set carts and yard waste out by 5 a.m. until Sept. 30. Starting Oct. 1, items should be at the curb by 6 a.m.

North Port Invitational: Jazlyn Forbes of Oasis staked her claim as one of Florida’s top cross country runners with a solid victory Saturday in the Elite race of the North Port Invitational.

Forbes crossed the line in 17:02.44, 14 seconds ahead of second-place finisher Madison Muller of Riverview.

Pending results of other races Saturday, Forbes’ finish is the state’s best girls 5K time of the season.

Going into Saturday, Annabella Tomasic of Bishop Moore held the state’s best at 17:33.30 -- more than 30 seconds slower than Forbes’ North Port finish.

Oasis finished sixth in the Elite team standings. Bishop Verot was 19th and North Fort Myers 25th Angel Cruz of Mariner continued his strong season with a second-place finish in the boys Elite race with a time of 15:05.85.

IMG Academy runner Matthew Dodds won with a scorching 14:37.31 -- one of only two sub-15-minute times this year.. As of Saturday morning, Florida’s best boys cross country time of the season was 14:35.25 by Marcelo Mantecon of Belen Jesuit Prep. In seventh place Saturday was the Tritons’ Dylan Macias-Buenrostro.

The North Port Invitational is a two-day event, with a varsity race on Friday, then a small schools race, a large schools event and the Elite race.

Cape Coral was 15th in the Elite boys standings, with North Fort Myers 20th. Mariner did not have enough runners in the field to qualify for team points.

In other races: Large Schools girls: Cape Coral was 14th, led by Audrey Gross in 33rd place.

Tritons hold Gators scoreless, rush big in victory Mariner runs for more than 200

The Mariner Tritons pitched a shutout at home last Friday en route to a 34-0 win over Island Coast.

The Tritons (2-3) rushed for 231 yards against the Gators (0-5) as they got back in the win column following consecutive losses.

For Mariner first-year head coach Tyran Jones, he said a game against the team he spent the last two seasons as the head coach of was just like any other game.

“It’s just another game,” Jones said. “I didn’t leave with any ill intent. I just felt I needed a different placement. There was no issues. It was just personal that I wanted to make a change.”

With senior quarterback Owen O’Leary not just leading the team each of the previous weeks through the air, but on the ground, Jones said running the ball was the emphasis for his team.

“No matter what, run the ball,” he said. “We tried to figure out what we were good at, and what to work on. Obviously playing a district game in two weeks after our bye week, we wanted to put some good film down running the football.”

Jones implemented a different look at times in the game, taking O’Leary out and having the snap go directly to a medley of backs.

A long first driver for Mariner ended with Jervontae Johnson taking a direct snap and plunge into the end zone from 4 yards out to open the scoring.

“It’s something I brought over from Island Coast, and I’m trying to make it our own here at Mariner,” Jones said.

The Triton defense held strong on the following possession, as a big Gator return set them up in Triton territory. A sack on fourth down caused a turnover, but the Tritons could not capitalize as the Gators came up with a turnover of its own with Rex Elliot picking off O’Leary with Mariner threatening.

The Gator offense sputtered and were forced to punt from its own 15, giving Mariner the ball on the Island Coast 44 to start the drive.

O’Leary converted a fourth down to put Mariner on the 25, and shortly thereafter, Johnson took another direct snap for a 4-yard touchdown once again.

About three minutes later following another Island Coast punt, it was Jaxton Moore that scored on a direct snap from 3 yards out after a long O’Leary run (64 rushing yards total) put them deep into opponent territory. Moore ran for 100 yards on the night on 13 carries.

In the third quarter, O’Leary showed off his throwing prowess, connecting with Triton top wide-out Steven Carter for a 47yard touchdown.

“We go as far as he takes us, every single week,” Jones said of O’Leary.

“We played a good team tonight, and hats off to them,” he said. “We’re young. We’re very inexperienced. It’s going to take time.

“Even our older guys don’t have much experience. It’s just staying with it, working hard, and trying to correct the problems we have.”

There are glimpses for the Gators of promise. Sophomore quarterback Terrance Taylor Jr. is mobile, has a strong arm, and evades pressure well. Every Gator that either caught a pass, or took a handoff in Friday night’s game with either a sophomore or junior.

“We have some gifted guys that are skill players on offense,” O’Neal said. “But we have an offensive that’s very young and inexperienced. Nobody on the line has more than five games experience at the varsity level. We need to improve up front. We have a very good young quarterback. We have to keep plugging along and try to get better.”

Next Thursday, Island Coast hosts Lemon Bay (1-4).

Following its bye week, the Tritons host Cape Coral (5-0) in the annual Black & Blue Bowl.

Legal Aid Society to host free legal clinic for seniors

Session for Lee County residents needing civil legal support, will emphasize post-hurricane issues

With hurricane season underway, residents know Southwest Florida will likely see severe weather before 2025 ends.

That can also mean more storm-related legal headaches, from insurance disputes to contractor fraud.

On Oct. 15, Lee County Legal Aid Society will again host its quarterly free legal clinic, Law at Collaboratory, sponsored by the AARP Foundation, for area seniors in need of no-cost, limited legal advice in civil cases, including issues stemming from Hurricanes Ian in 2022 and Milton in 2024.

The upcoming session takes place at the Collaboratory, at 2031 Jackson St., in Fort Myers, from 9 a.m. to noon and is open to Lee County residents ages 50 and older.

Soldier: Army ‘Night Stalkers’ were on routine training flight

The helicopter was on a routine flight training west of Joint Base LewisMcChord, according to the U.S. Army Special Operations Command.

The base is about 10 miles (16 kilometers) south of Tacoma under the jurisdiction of the U.S. Army Joint Base Headquarters.

The cause of the crash remains under investigation. The skies in the area were mostly clear with light winds from the south around the time of the crash, according to the National Weather Service.

The soldiers “embodied the unwavering dedication, selflessness, and excellence that define the very spirit of the Army and Army Special Operations,” Col. Stephen Smith said in the release.

They were part of the 160th Special Operations Aviation Regiment, an elite team that does nighttime missions, when their MH-60 Black Hawk helicopter crashed about 9 p.m.

The regiment’s mission is to organize, equip and employ Army special operations aviation forces around the world, according to the Army’s website.

“Known as Night Stalkers, these soldiers are recognized for their proficiency

in nighttime operations,” the website said. “They are highly trained and ready to accomplish the very toughest missions in all environments, anywhere in the world, day or night, with unparalleled precision.”

This was the second deadly crash of this elite unit in recent years.

Five Army aviation special operations forces were killed when a helicopter crashed in the Eastern Mediterranean

in 2023 during a routine air refueling mission as part of military training. They were all part of the Army’s 160th Special Operations Aviation Regiment based at Fort Campbell, Kentucky.

In March 2024, two soldiers from the Joint Base Lewis-McChord SOAR unit were hospitalized when their Apache helicopter crashed at the base during a routine training exercise.

Notices from June 6, 2025 to July 17, 2025 — the end of summer school — were for Oasis Charter Elementary School North, Oasis Middle School, Gulf Elementary School, Cape Elementary School, and Diplomat Elementary School.

There were a total of 11,824 notices of violations issued from April 28 through

July 31. Of those numbers 9,336 violations were paid, 120 violations contested with a hearing scheduled, 30 contested violations upheld after hearing, 14 violations dismissed after hearing, 1,503 violations issued as uniform traffic citations, 621 traffic citations pending and 3,137 violations dismissed.

From April 28, to July 31, the city received payments for 9,336 violations from the program.

The total program receipts totaled $896,750.

The city of Cape Coral received $60 per violation, or $536,720; $44,835 went

to the School Crossing Guard Recruitment and Retainment Program, $5 per violation; $179,340 for the Florida Department of Revenue General Fund, $20 per violation; $26,901 for the Florida Department of Law Enforcement Criminal Justice and Standards Training Trust Fund, $3 per violation; and $107,604 for Lee County School Districts, $12 per violation.

In April 2023, the Florida Legislature passed, and Gov. Ron DeSantis signed into law, HB 657, Enforcement of School Zone Speed Limits, which became effective on July 1, 2023. According to city documents with the special meeting agenda, the bill

“authorizes counties and municipalities to utilize automated speed detection systems in school zones to enforce speed limits while setting forth numerous requirements for implementation, administration and due process procedures.”

The traffic engineering firm, Kisinger Campo & Associates was engaged in April 2024, to conduct a speed study encompassing 21 schools.

last year when both of the pair’s eaglets succumbed to avian flu.

But things look promising this year.

“There was a lot of uncertainty with the passing of the eaglets and the adults (maybe) getting the flu. We were holding our breath they would pull through,” Pritchett-McSpadden said. “To see them back at the nest and doing the restorations is pointing towards good signs.”

The birds should be ready to mate and produce offspring very soon, and the multi-camera eagle cam — which attracts hundreds of thousands of views worldwide — will share all the activities, from

the laying of the eggs, to their hatching, to watching the eaglets grow and eventually fledge from the nest.

M15 and F23, entering their third season as mating pair, have raised one chick to the fledgling stage so far.

Their first season two years ago produced two eggs. One cracked days before its scheduled hatching and the eaglet did not survive. The other hatched and E23 successfully took wing.

Last year, two of two eggs hatched successfully but E24 and E25 died of bird flu six weeks later after, it is believed, they consumed an infected bird carcass.

Pritchett-McSpadden, said things have gone full circle at the nest since the eagle cam started in 2012.

“In the beginning we had Ozzie and Harriet, two seasoned parents. When M15 came around, Harriet had to get him up to speed,” Pritchett-McSpadden said. “Now, we’re seeing F23 learn to deal with things, survive and hopefully thrive as a mom.”

Pritchett-McSpadden said the cameras have been refreshed so people will be better able see the action, barring an act of nature.

“F23 landed on one of the cameras last year and knocked it out of view. We fixed

that and we’ll have this cool view of the pasture,” Pritchett-McSpadden said. “Our fingers are crossed that things will go according to plan.”

Camera 1 is positioned seven feet above the nest and is equipped with night vision. Camera 2 is located at nest level capturing the side view.

Camera 3 is in the nest tree and the first-ever live camera in history to capture a 360-degree look into a bald eagle’s daily activity. This cam allows you to click and drag to any viewing area for a fully immersive experience.

Camera 4 is installed closer to the pond to capture activity happening around the pasture and in the pond area.
