“VOTED: That the Berkshire Hills Regional School District hereby appropriates the amount of $152,067,064 for the purpose of paying costs of the Monument Mountain Regional High School Project in the Berkshire Hills Regional School District (the “District”) to replace the existing Monument Mountain Regional High School with a new facility serving students in grades 9-12 on the site of the existing school at 600 Stockbridge Road, Great Barrington, including the payment of all costs incidental or related thereto (the “Project”), which school facility shall have an anticipated useful life as an educational facility for the instruction of school children of at least 50 years, and for which the District may be eligible for a school construction grant from the Massachusetts School Building Authority (“MSBA”), said amount to be expended at the direction of the School Building Committee and the Berkshire Hills Regional School District School Committee. To meet this appropriation the District is authorized to borrow said amount, under and pursuant to Chapter 71, Section 16(n), of the General Laws and the District Agreement, as amended, or pursuant to any other enabling authority. The District acknowledges that the MSBA’s grant program is a nonentitlement, discretionary program based on need as determined by the MSBA, and any Project costs the District incurs in excess of any grant approved by and received from the MSBA shall be the sole responsibility of the District; provided further that any grant that the District may receive from the MSBA shall not exceed the lesser of (1) fifty-five and fifty-hundredths percent (55.50%) of eligible, approved Project costs, as determined by the MSBA, or (2) the total maximum grant amount determined by the MSBA, and that the amount of borrowing authorized pursuant to this vote shall be reduced by any grant amount set forth in the Project Funding Agreement that may be executed between the District and the MSBA.”

Many transformations occur during the month of October. Leaves begin to turn various shades of orange and red, while the weather gets decidedly cooler. In the meantime, neighborhoods across the country begin to look quite different, with many homes decked out in the garish garb of Halloween.
The National Retail Federation together with Prosper Insights & Analytics reports that decorating one's home for Halloween is the second most popular way to celebrate the holiday. Only purchasing and sharing candy beats out home decor. Individuals spend billions collectively on Halloween each year, and one of the ways they can have some frightening fun is by transforming a regular, unassuming home into a haunted house. There are certain necessities to turn a an otherwise typical home into a suddenly spooky abode.
SCENE SETTER: Start with a scene setter if you would like to decorate both inside and out. Scene setters are plastic or paper backdrops that can be tacked up on walls to make a house look completely different, particularly under low light. A scene setter is an investment of time and money, but it can be reused each year and really make a room take on a new look quickly.
LAWN GRAVEYARD: Visitors to the home who have to step through a graveyard will know there are more scares ahead. It's relatively easy to make your own grave markers from wood or foam. If you're not handy, you can purchase them from a Halloween supply
store. Disturb the earth by the markers to make visitors believe each grave is fresh. A bony hand sticking out of the dirt or some wilted flowers placed by the graves also can set the scene.
FLOATING CANDLES: Simulate the look of levitating candles with an easy craft. Take toilet paper or paper towel cardboard tubes and use hot glue on the top to make it look like beads of dripping wax. Paint the tubes with white chalk paint, as this type of paint is thick and covers easily. Glue a battery-powered tea light to the top for the wick. Poke a hole through both sides of the tube and thread some fishing line through. Use your mounting device of choice to attach the fishing line to the ceiling indoors or outside to hang each candle. When the lights are dim, it's very difficult to see the fishing line and the candles will appear to be floating.
HAUNTED ARCHWAY: Make an arch using PVC pipes, and thread jack-o'-lanterns or papier mâche heads or masks through to create an ominous arch that greets visitors.
HANDPRINTS: Use window-safe paint to create bloody handprints on the inside of windows. This is a design touch that will enhance both the interior and exterior of the windows.
FOG MACHINE: Use a fog machine to spread a creepy mist where you need it, whether on a front porch or indoors.
Haunted houses come together with various design touches that are easy to execute.

Gutter replacement may not be as thrilling as a room addition, but it helps prevent roof damage and keeps walkways safe by directing rainwater away from the home. Cracks or splits: Cracks or splits at the seams of the gutters where two pieces connect is a telltale sign they need to be replaced. Cracks or splits are can slowly lead to separation of gutter pieces, which will lead to leaks. But not all cracks or splits are found at the seams. In fact, some homes feature seamless gutters, which also can crack or split. Regardless of where they're found, cracks or splits are a warning signs of fading gutters. When paint flakes, gutters begin to rust, often leaving rust flakes on the ground below. Visible rust or rust flakes are clear signs it’s time to replace your gutters.
Gutters pulling away from the home: Gutters that appear to be pulling away from the home is a sign that they need to be replaced. Gutters are fastened to a home during installation, which ensures they can withstand rain and water. Over time, those fasteners can wear down, ultimately leading to gutters that appear to be pulling away from the home. Though gutters can be refastened, eventually they will need to be replaced.
Pooling water: Pooling water in a gutter may just be a sign that gutters need to be cleaned. However, pooling water on the ground directly beneath gutters indicates they're not effectively directing water away from the home.
