ABOUT SenATOR Prof. Dame Nora Ladi Daduut
SENATOR PROF DAME Nora Ladi Daduut
hails from Kwalla in Quaanpan Local Government Area of Plateau State. She was born on the 10th of May, 1953, of the Royal family of Shalong Kepoe in Kwalla, Quaanpan Local Government Area of Plateau State.
Her educational career started in 1960 in R.C.M. Primary School Kwalla, when she willingly followed her older Siblings, even though she was not formally registered as a Pupil because she was considered under aged. Nora’s Class records were so impressive that from Primary 2, she was promoted straight to Primary 4 instead of Primary 3.
Her excellent performance continued as she also excelled in Secondary School. She also excelled in the Tertiary Institutions. A graduate of French from the Prestigious Ahmadu Bello University (ABU, Kano Campus), she bagged her Master’s Degree in University de Bordeaux- France and finally went back to Ahmadu Bello University, Zaria, to pursue her Doctorate Degree in French.
Prof. Dame Nora Ladi Daduut, a Professor of French in the University of Jos, was a Secondary School Teacher, a School Principal, an Education Director for many Years before Joining Politics in year 2020.
While holding these Civil Service Positions, Nora set up a Non-Governmental Organization (NGO), “Society for Community Concerns” (SOCCONS) in 2004 to help Communities utilize their local potentials for self-development. Through the NGO, she, executed several programmes in Kunyi-Zott in Jos East LGA of Plateau State, such as Water and Sanitation,
Hygiene, Adult Education, Agricultural Training through community Mobilization and Participation, a Globally Recommended Model for sustainable development.
Prof. Dame Nora Ladi Daduut, joined Politics in 2020 with the desire to represent the good People of Plateau South in Parliament to further expand her network and to impact on the lives of her Constituents in the area of Health, Agriculture, Education and Wealth in Rural Communities.
She belongs to several professional associations e.g Chevalier dans L’Ordre des Palmes Académiques (Knight of the Order
of Academic Excellence) French National Merit Award 2005, Member University French Teacher Association of Nigeria (UFTAN), Member Carnegie Africa Diaspora Fellowship Programme (CADFP).
She was the coordinator of Center for French Teaching and Documentation (CFTD), Founder of Alliance Francise – Jos, Coordinator of Preminilary French programme University of Jos and Head of Department of Foreign Languages University of Jos.
Prof Nora Ladi Daduut is a recipient of the award of Chevaliers L’Association de l’Ordre des Palmes Académiques (AMOPA), a Papal Awardee, Noble Awardee of Ladies of Knights of St. John Int’l and She is the second Supreme Vice-President of Ladies of Knights of Saint John Intl. World-wide. She also bagged an award of Thomas Sankara and several others.

Daduut is married to Mr. John Daduut, and the union is blessed with four children: Engr. Jonathan Daduut, a Civil Engineer in Canada, Dr. Jummai Manmi Apata, a Medical Doctor in Maryland, USA, Cpt. Noah Naanlep Daduut, a Check Pilot in Florida (U. S. A), and Judith Daduut, a Lecturer with the University of Jos.

Preface
IN “THE FIRST Female Senator from Plateau State: A Scorecard in the Red Chamber,” I endeavor to encapsulate the highlights of achievement of my tenure as a Senator in the Federal Republic of Nigeria during the relatively short period from 2021 to 2023. This journey was far from smooth, riddled with numerous challenges and overwhelming experiences that tested my resilience.
Among the formidable challenges I encountered were life-threatening moments:
1. A near-fatal accident in 2020 while en-route to Abuja to submit my nomination Forms to the APC Secretariat for screening.
2. The tumultuous All Progressives Congress (APC), Party congresses of 2022 in my Local Government Area Quaanpan L.G.A.
3. The harrowing incident during the commissioning of the ICT Centre in Namu Quaanpan L.G.A, where I found myself held hostage alongside some Traditional Leaders and Stakeholders, leading to the unfortunate burning of my Vehicles.
Throughout this stormy journey, I am profoundly grateful to Almighty God for His unwavering love, boundless mercy, vigilant protection, and steadfast guidance.
Prior to April 2020, I had been a dedicated Lecturer and Professor of French at the University of Jos, where I also had the honor of serving as the Head of the Department of Foreign Languages. In January 2020, I accompanied my husband, Mr. John Daduut, to India for his medical treatment. We returned at the end of February 2020, a crucial time when Covid 19 was at its peak and the General Elections had taken place in Nigeria in 2019.
During our stay in India, we received the heartbreaking news of the passing of Senator Ignatius Datong Longjan, the Senator representing Plateau State South Senatorial District. His burial took place in the first week of March 2020, and shortly after his demise, the Independent National Electoral Commission (INEC) declared the Senate seat for the Plateau State Southern Senatorial District vacant.
It was at this juncture that I transitioned from Academia to the realm of Politics. I made the resolute decision to contest for the Senate position, ultimately emerging as the Senator of the Federal Republic of Nigeria, under the banner of the All Progressives Congress (APC) Party. In December 2020, I was sworn into the Red Chamber (Senate Chamber), where I served as a Senator of the Federal Republic of Nigeria until June 2023.
Introduction
AFTER THE DEMISE of Sen. Ignatius Datong Longjan, in February 2020, I, with the backing of the great Party, All Progressives Congress (APC) and the support of the Leader of the Party in the State, His Excellency Governor Simon Bako Lalong KSGG, CON, presented myself to run for the bye-election for the Senatorial seat of Plateau South Senatorial District.
Five of us in the APC Party aspired for the Vacant Seat and after a Primary Election conducted by the Party on 3rd September 2020, to determine the Flag Bearer, I emerged, by the grace of GOD, the winner.
Subsequently, the APC Party constituted a Campaign Team for the bye-election, and a FundRaising Dinner was organized to raise funds for the campaign. The bye- election was held on 5th December 2020 and the results as announced by the Independent National Electoral Commission (INEC) were as follow: Prof. Dame Nora Ladi Daduut (APC) 83, 151, George Daika (PDP) 70,838, and hence I was declared the winner. However, the PDP candidate, George Daika, was not satisfied with the outcome of the election so he filed an appeal before the Elections Petition Tribunal.
As Senator-Elect on the 8th December 2020, I was issued a Certificate of Return by the Independent National Electoral Commission (INEC) Headquarters, Abuja, at a brief but very significant political ceremony. To the glory of God, on 24th June, 2021, the Tribunal affirmed my victory. Certainly, I owe this victory to God and I thank the Government of His Excellency Governor Simon Bako Lalong KSGG, CON, the Governor of Plateau State, who supported me to reach the Red Chamber.
As my manifesto, I took a position, that if elected I would focus on five priority areas:

2. Women and Youth empowerment,
3. Agriculture,
4. Human Capital Development
5. Infrastructural Development.
I pledged to be accountable to my Constituents and took deliberate steps towards ensuring the delivery of the dividends of democracy of the APC Government both at the Federal and State levels.

Thanksgiving Mass at St. Brendan Catholic Church, Kwa, for the electoral victory
SENATOR NORA DADUUT’S victory was dedicated to God and a Thanksgiving Mass was organized on 10th January, 2021, in St. Brendan Catholic Church, Kwa (Quaanpan L.G.A), Plateau State, celebrated by the Bishop of Shendam, Most Rev. Philip Dung, along with the Bishop of Pankshin, Most Rev. Michael Gokum, the Bishop of Bauchi Diocese, Most Rev. Hilary Nanman Dachelem, with several other Priests that cut across the Jos Archdiocese. The Governor of Plateau State, His Excellency Governor Simon Bako Lalong KSGG, CON, and his wife, H.E Mrs. Regina Simon Bako Lalong, Traditional Rulers were among the hundreds of Guests that attended the Thanksgiving Mass. In his Homily during the Mass, the Bishop of Bauchi Diocese, Hilary Nanman Dachelem, said “the emergence of Senator Nora Daduut was for the benefit of all the people of the Zone irrespective of their backgrounds, hence the need to support her.”
In his remarks the Governor Simon Lalong, described the election of Senator Nora Daduut as the will of God. He urged her to do her best to impact on the lives of the people of the Zone, particularly the Women and the Youths. He also said that the State will give her every support to ensure that she succeeds in the Red Chamber. The Director General of the Industrial Training Fund (ITF) Sir, Joseph Ari in his remarks also appreciated the People of the Zone for reposing their confidence in Prof. Nora Daduut. According to him, she will represent all, irrespective of their differences. She was indeed overwhelmed by the turn out at the Thanksgiving Mass which was followed by entertainment, music and dancing. She appreciated the Clergy, H E the Governor of Plateau State, Traditional Leaders and all the Guests for their time, and treasure sacrificed in joining her to thank God.

BILLS
Sen. Prof. Dame Nora Ladi Daduut sponsored and co-sponsored some bills, amongst them are:
• Federal Agricultural Research Centre, Namu, Plateau State (Est) Bill, 2022. The bill sought to establish a Federal Agricultural Research Centre in Namu, Quaanpan Local Government Area of Plateau State and passed through the first reading on Wednesday September 22nd, 2021.
• Co-sponsored the bill on Constitutional Alteration 2022. The Senate proposed 66 Alterations to the 1999 constitution of the Federal Republic of Nigeria. However, the 36 States Houses of Assembly did not adopt all the Senate Recommendations. Eventually the President, Gen. Muhammadu Buhari, assented to only 16 of the Alterations.
• Co-sponsored the Petroleum Industrial Bill 2022. The Petroleum Industrial Bill was passed and assented to by the President.
• Co-sponsored the Electoral Amendment Bill 2022. The Electoral Amendment Bill was passed and accented to by the President.

Namu Yam Market
Senator Prof. Dame Nora Daduut was at the burnt popular Namu Central Yam Market in Quaanpan Local government Area, of Plateau. At the burnt yam market, the Senator commiserated with the Long Jan of Namu His Royal Highness Alhaji Safiyanu Allahnana, and the entire Namu Community especially victims of the fire incident. She called on the Government and Other Charitable Nigerians to render support to the Victims to aid their quick recovery from the tragedy. Thereafter, Professor Nora Daduut, moved a motion, appealing to the Federal Government through the National Emergency Management Agency (NEMA) to support the Victims of the fire incident that engulfed the popular Namu Central Yam Market in Quaanpan Local Government Area, of Plateau state which led to the loss of food products and other valuables worth millions of naira.
NVRI Vom
Sen. Prof. Dame Nora Daduut, moved a motion on Wednesday, 19th May, 2021, appealing for the immediate review of budgetary allocation to the National Veterinary Research Institute VOM, to boost the vaccine production capacity of the Institute.
Extension of Railway from Kaduna to Jos
Sen. Prof. Nora Ladi Daduut (APC – Plateau South) advocated for urgent extension of a new Railway standard gauge from Kaduna to Jos. Senator Daduut sponsored a motion on the floor of the Senate on 6th April 2022. She said that the Road Network in the Country was very challenging and hence the need for Railways as an alternative mode of transportation. She said that if the
new Standard Gauge Railway would be extended from Kaduna to Jos, it would have significant benefits that would ease off the transportation problem in the Region.
Senator Daduut called for a more holistic approach in tackling security challenges facing the country. She said that a good railway system in Nigeria will reduce the risk associated with moving goods from one part of the Country to the other through road transportation. She believed “The railway line from Kaduna to Jos if provided would serve the transportation and supply chain network for domestic needs “.
The Mangu Killings
Sen. Prof. Dame Nora Ladi Daduut, on the 23rd May, 2023, moved a motion on the floor of the Red Chamber concerning the inhuman killings of innocent Nigerians by suspected Herdsmen in Mangu LGA of Plateau State. One of such attacks was on the 21st of May, 2023, and lasted for a few days incessantly. The Senator said that from reports, more than 100 People have been killed and many villagers were internally displaced, and properties worth millions of naira were lost. Senator Daduut drew the attention of the Senate to the need to appeal to the appropriate Government Agencies to come to the aid of Plateau People who were affected by this callous and gruesome attack.

Sen. Prof. Dame Nora Ladi Daduut, on the floor of the Senate added her voice to the motion seeking to give legal framework to the Nigerian Television Authority, NTA, College Jos, Plateau State.
General insecurity in Nigeria
Sen. Prof. Dame Nora Ladi Daduut, added her voice to the issue of general insecurity in the Country, and thus, advocated for research in the fight against insecurity.

SENATE COMMITTEES’ REPORTS
IN THE RED Chamber, each Senator is assigned to various Senate Committees overseeing different Federal Government Institutions and reporting on their implementation of Government policies.
Sen. Daduut served on eleven committees and held the position of Vice Chairman for both the Host Communities and Culture and Tourism Committees. Sen. Daduut presented several Committee reports to the Senate, including those on Tertiary Institutions and TETFUND, Foreign Affairs, and Trade and Investment, as instructed by the Committee Chairmen.
Each Committee is expected to submit Reports on the floor of the Senate. In this regard, Senator Daduut presented several Committee Reports.
Tertiary Institution and TETFUND Committee Report –Nigerian French Language Village.
Sen. Prof. Dame Nora Ladi Daduut presented the Conference Committee on Tertiary Institutions and TETFund Report on the Nigerian French Language Village (Establishment) Bill, 2023 (SB. 483) The Bill seeks to upgrade the Village to the Status of University where they would run full time Undergraduate and Post Graduate Programmes, including the usual inter-university Immersion Programme. The Bill awaits the assent of Mr. President before the full implementation.

National Institute for Hospitality & Culture
Sen. Prof Dame Nora Ladi Daduut on the 18th June, 2022 represented the Senate Committee on Culture and Tourism at the 2022 Sustainable Gastronomy Day, organized by The Institute for Hospitality and Culture.
She alongside other dignitaries who came from all works of life at the occasion encouraged participants and Nigerians to showcase to the outside community the numerous varieties of foods God has blessed Nigeria with.
Committee on Host Communities
As the Vice Chairman of the committee on Host Communities, Sen. Prof. Dame Nora Ladi Daduut, attended a One-day Retreat organized by the Senate Committee on Host Communities in collaboration with Energy Learning Solutions, sponsored by the Petroleum Technology Development fund (PTDF) for Members of the Committee, at Cross Rivers Hall, Transcorp Hilton Hotel on Monday, 31st August 2022.
The theme of the Retreat was ‘Host Communities Development and regulations: Theory and practice’
At the conclusion of the deliberation, they made recommendations which they believed would go a long way in addressing the numerous issues arising from the Host Communities with respect to exploration and exploitation of oil and gas in the Country.

Sen. Prof. Dame Nora Daduut, represented the Committee on trade and investment at the oneday retreat on Deepening Strategic Collaboration between the council and legislative Arm.

N FULFILMENT OF the campaign promises to the People, Sen. Prof. Nora Ladi Daduut, embarked on several Training and Skill acquisition Programmes for mostly Women and Youths. These programmes were targeted to empower the beneficiaries to be self-reliant.
TRAININGS/SKILL ACQUISITION AND GRANTS
1. Training and Provision of Grants and Starter Packs for 150 Youths and Women in Livestock and Rice Farming.
A training programme for youth and women in livestock and rice farming was conducted on the 22nd February 2021. 150 youth and women participated in the training and each of them were given a starter pack and cash grant.

A 3-day Food security Training for Youths and Women on Farming as a strategic /Economic approach. This programme was held in December 2021. The Training was on Guinea corn, Yams and groundnuts. 200 Youths / Women attended the Programme.

APART FROM LEGISLATIVE functions, Senator Daduut, also reached out to her Constituents by facilitating and providing several Empowerment Programmes to Youths, Women, Aged, and the Vulnerable, within her Senatorial District. These Empowerment Items include:

This would reduce security challenges and provide light to these Areas, especially in the night. In this vein;

It must be noted that water supply and sanitation are veritable tools that guarantee life sustenance and growth. Most Communities in the Plateau South Senatorial District are in dire need of safe and clean Water. It is in this vein that Sen. Daduut, embarked on the construction of Water System Toilets plus Generator, Hand Pump Boreholes, etc. This will go a long way in enhancing basic Water Supply and Sanitation.

4. Road Construction In Zanzat- Kwallat in Langtang North Local Government Area
Senator Nora Daduut constructed an Asphaltic (tarred) rural Road of about 250 meters (0.25km) linking a School with a Market- (Zanzat to Kwallat) in Langtang North LGA of Plateau State.

Senator Nora Daduut, facilitated the acquisition and installation of two Transformers, (500KVA and 300 KVA) respectively in Langtang North LGA, through the Rural Electrification Agency (REA). She did this to boost electricity supply in Langtang North LGA.
6. Construction of an Information and Communication Technology (ICT) Centre in Namu, Quaanpan LGA.
In this 21st Century, Information and Communication Technology (ICT) plays a profound role in the World today. It is a powerful tool for economic and social development. It has greatly affected human life. In Nigeria, particularly in the Education Sector, the benefits of ICT are tremendous. They include:

• WAEC/NECO Registration/ Examinations
• On line Recruitments
• Flexibility and availability of Learning materials
ICT also helps learners become competent and confident users who can make efficient, effective, and creative use of basic application software in their everyday activities. Unfortunately, most Institutions, Students and Businesses in the Plateau State Southern Senatorial District do not have access to ICT facilities.
It is as a result of this that Senator Prof. Dame Nora Daduut thought it wise to have an ICT Centre in the District. This will enable Students and interested Persons to have access to ICT thereby benefiting from it.
The structure is a twin Flat Building. One of the Flats contains the ICT Gadgets and Equipment which include: 15 Desktop Computers, 30 Tablets, Generator, All-in-one Printer, UPS, Chairs, etc. The other twin Flat is for Teaching and Learning. The Control Room of the Centre has Internet service. There is also a Store and Toilets in the Centre.

Unemployment and Poverty have been a major challenge facing the Country in recent times. She was faced with this issue of unemployment when she was going round her electioneering campaigns. While in the Red Chamber, she was able to canvass and secure some employment opportunities for quite a number of Youths and Unemployed Graduands of her Constituency.
2. SCHOLARSHIP AWARDS TO INDIGENT STUDENTS
Sen. Nora Daduut was able to secure scholarship awards to some indigent Students of her Constituency in Tertiary Institution in Nigeria.
In the case of Stanley Gonji (Langtang) she secured Scholarship for him to study Master’s degree in Corporate Management for three years in China, from the Chinese government.
3.MEDICAL OUTREACH
Senator Nora Ladi Daduut, offered free medical services to People in her Constituency.
The free Medical Outreach was carried out by the Senator in collaboration with the Pharmacy Council of Nigeria and the G 5 Health Consult. Speaking at the closing ceremony of the 5-day free Medical Outreach in Quaanpan Local Government Area of the State, Senator Daduut, ably represented by her Senior Legislative Aide, Mr. Bretet, explained that the programme was aimed at ensuring that her Constituents were healthy in order for them to continue to enjoy the dividends of democracy. She explained, through her Aide, that she wanted to ensure a healthy populace of her Constituency and reduce the high incidence of sudden deaths among the populace due to unattended health challenges. She opined that there are minor health issues that People were not paying attention to, but that with regular medical check-ups of their vitals, blood pressure, cholesterol levels and blood sugar level, some diseases could be detected early and addressed. The medical services carried out included maternal and child care as well as eye care. Major Surgical Operations in different areas were carried out by the Team of qualified Doctors who were mobilized for the Outreach. Quite a number of People benefitted from these surgical operations. The beneficiaries were grateful to the Senator for this laudable intervention as they on their own could not afford to pay for the medical care.

THANKSGIVING MASS AS A RESULT OF THE NAMU INCIDENT
ON WEDNESDAY, MAY 25th, 2022, Senator Prof Nora Ladi Daduut held a Thanksgiving Mass in Namu Quaanpan Local Government Area to thank God for sparing her life and her entourage after an attack by an angry mob in Namu Community, suspected to be fueled by political adversaries.
She had gone to Namu to commission the ICT Center facilitated by her, unfortunately, Senator Daduut and her convoy could not get out of Namu because the Youths blocked all roads to and from Namu while the ICT Center was being commissioned. Earlier that day, the Department of State Security (DSS) arrested some Youths suspected to be in possession of guns and so the angry Youths wanted Senator Nora Daduut to secure their release. They responded by burning vehicles and looting shops and properties in Namu Town. They destroyed Senator Nora Daduut’s official vehicle, burnt down her Hilux Pilot vehicle and the Bus of the NUJ Plateau State Council.
Senator Nora Daduut narrowly escaped death by God’s grace, through the intervention of the Army Command from Shendam in Shendam Local Government Council.

SENATOR NORA LADI DADUUT’S VALEDICTORY SPEECH

TODAY, I STAND before you, Mr. President, distinguished colleagues, and all those present in this honorable chamber, to express my deepest gratitude. First and foremost, I want to pay tribute to the late Senator Ignatius Longjan, who served in this Senate before many of us, and whom we sadly lost. May his soul rest in peace.
It was due to Senator Longjan’s passing that fate, in its mysterious ways, led me here, and I must acknowledge the instrumental role played by my Governor, the former Governor, RT Honorable Simon Bako Lalong, C-O-N. It is through his support that I have been able to serve for nearly two and a half years now. I am humbled and forever grateful for this opportunity, and I offer my heartfelt thanks to God.
My journey here has been a remarkable one, as I transitioned from the classroom to this hallowed chamber. While some of you have backgrounds in politics and governance, I come from a different realm, one that lacks the green hues and tiles that adorn this place. Nevertheless, we are two sides of the same coin, and being exposed to the great minds and diverse personalities in this Senate has been an invaluable experience.
I have had the privilege of engaging with former soldiers, police officers, pilots, traders, and successful entrepreneurs, each with their unique perspectives and wisdom. These interactions have inspired me to be more resilient and steadfast in my resolve. The knowledge I have gained from discussing with many of you is immeasurable, and I am indebted to the collective wisdom of this chamber.
Speaking of wisdom, I cannot overlook the exceptional leadership of the Senate President.
During debates and report sessions, I have often marveled at how Mr. President tackles complex issues with compelling arguments. The solutions you present permeate the minds of all with graciousness and diplomacy. I will genuinely miss the jokes that have lightened the atmosphere and kept our spirits high.
Addressing my legislative contributions here would be akin to a drop in the ocean. I am still in the process of learning, but I have successfully moved motions, written reports, and even initiated bills that are currently in progress, although not yet matured. These legislative endeavors have presented challenges, but I firmly believe that God has prepared me to overcome them. I have faced life-threatening situations, as some of you may be aware, and it is through these trials that I have learned valuable lessons.
I express my heartfelt gratitude to God for granting me the privilege to serve in this esteemed Senate. The brilliance and camaraderie among the members have allowed me to form strong friendships, and I am truly thankful for your acceptance and support.
I want to acknowledge the distinguished Senator Her Excellency Oluremi Tinubu, who played a vital role in mentoring me and helping me understand the workings of the Senate. Her guidance and counsel have been invaluable, and I hold deep appreciation for her, as well as all the committee chairpersons, including the Chairman on Host communities, who have worked alongside me. It has been an honor collaborating with all of you.
In conclusion, I pray that God blesses each and every one of us abundantly. Thank you all for your presence here today and for the privilege of serving alongside you. Distinguished colleagues, thank you. Thank you very much.
